As we know, the party has the power to create history or delete it whenever they want, making them able to control what they want people to know and understand about their history and future. Here we see the true extent to the Party's power. A power so great that they are able to bring people into existence who have never even existed before and make them appear as if they have been among them all along, simply by typing up a document stating that they existed. This shows the true extent of the Party's power and ability to do the unthinkable.
